The 12th Biannual Seminar of National Epoxy Resin Applied Technology and Exhibitionof New Products and Technologies

BIANNUAL SEMINAR IS NOTIFIED, CONTRIBUTIONS WANTED

It is a good news for you that "the 12th biannual seminar of national epoxy resin applied technology and exhibition of new products and technologies" will be hold in September 2007, which is hosted by the Learned Society of Chinese Epoxy Resin Applied Technology, and sanctioned by "the Industry Developing Department of the Association of Chinese Petroleum and Chemical Industry ".

At present in China the epoxy resin system and its applied technology trade are developing at full speed. It is estimated that the epoxy resin demand of China will reach 800,000 tons in 2006.This is enough to prove that the applied technology is a powerful motive force that pushes epoxy resin system developing continuously. The biannual seminar has always been the major events of epoxy resin system and its applied technology trade of China. The fact proves each exchanging meeting has become a grand meeting and a get-together chance of the trade. So we hope domestic and international company and scientific and technical personnel concerned attend above-mentioned meeting, and show and exchange your achievements (such as new products and new technologies etc.) at that meeting, in order to promote continuously the progressing and developing of the epoxy resin system and its applied technology of China together. We hope sincerely domestic and international enterprises (especially the epoxy resin system and its applied technology trade of China) and scientific and technical personnel concerned to participate in this meeting, and enthusiastically contribution are welcome!

In line with the hearty, thoughtful aim that serve enterprises, R&D institution, will put up the information of releasing and show new products, new materials, platform of the new technology at the meeting.

The theme of the meeting is: Face the epoxy resin system and its applied technology trade.

1. Contents of articles solicited:

a. Synthetic, production and basic research of epoxy resin and other thermoset resin (including new variety of epoxy resin, modifed epoxy resin );

b. Achievements in scientific research of synthetic, production and application of cure agent, accelerator, toughener, diluent, filler and additive that are used for epoxy resin;

c. Applied research, formula design, complex formula technology and applied examples of epoxy resin and other thermoset resin that are used for various applications;

d. Researches and applications of epoxy resin casting, epoxy resin sealer, epoxy resin moulding, glassfibre reinforced epoxy resin, epoxy resin paint, functional powdered epoxy resin paint, epoxy resin insulating paint, epoxy resin adhesive, sealer, building adhesive, as well as design and discuss of relevant equipment, etc.;

e. The new-type insulating material and insulating technology used for the parts, devices that transmit high voltage electricity or transform high voltage; insulating material and insulating technology used for electronic devices or IT devices; special insulating materials ; new-type insulating material and insulating technology, etc..

2. Requirements for articles solicited:

a. Use E-mail contribution, indicating "the meeting paper（会议论文）" on the cover of the article, try one's best to use and type the draft and disc ;

b. The data in the thesis are accurate, the language is concise, the charts are clarity, arguments are clear and abundant, the conclusions are correct;

c．Having summary, keywords, list of references ,etc. in the thesis;

d．Indicating author's name, office, detailed mailing address, zipcode, etc. in the thesis.

3. The precautions:

a. The thesis thrown is not returned without exception, please keep on file the draft ;

b. Whether solicit articles deadline. May 30, 2007;

c. After checking , authorizing all theses in society's exchanging meeting preparatory meeting , will publish " the collection of thesis of the meeting "; The meeting will award the thesis certificate to every author of collected works.

行业协会：经济体制转型角度的考察

现代市场经济体制中，行业协会是政府与企业、企业与企业或企业与客户之间的中介，承担着政府、企业和客户承担不了或承担不好的特殊职能，如行业内企业的自律职能。在经济体制转型的不同背景中，行业协会以各自的方式形成和发展，在社会经济生活中扮演着越来越重要的角色。当前的政府职能转变、社会结构发育和中小企业发展，都与行业协会有着重要的联系。
      在成熟的社会结构中，存在着三类组织形态：政府组织——包括立法组织和行政组织；市场组织——即企业和家庭；社会组织——社会团体、社会中介和社区组织等。这是一个多元三层结构，它们分别体现并代表现代社会中的三股力量、三个原则和三种活动：政府（国家）力量和原则，即公共权力、公平与秩序原则，从事公益性活动；市场力量和原则，即生产要素、利润与效率原则、从事营利性活动；社会力量和原则，即社会资源、自主与参与原则，从事非营利性活动。显然，行业协会在多元三层的社会结构中处于中间结构，是致力于增进社会福利和社会改善，但不以自身营利为目的的团体行动者。这就是行业协会组织性质的定位。
     如同政府进入经济生活的理由，在很大程度上，是因为政府必须做居民和厂商做不了或做不好的事一样，在社会经济生活中，行业协会及其他社会组织也承担着政府、厂商和居民都做不了或做不好的事。这一抽象的表述有着丰富的内容。综观有关国家及我国行业协会实际运作的状况，其职能和作用通常体现在实行行业自治管理，建立行业自律性机制，制定行业的行规行约；在政府的指导和企业的参与下，制定行业发展规划；制定行业技术、经济、管理等标准，提高产品（服务）质量和经营水平；开展行业内部价格协调，防止价格垄断，保护公平竞争，维护企业合法权益；代表行业进行反倾销、反垄断、反补贴等调查，或者向政府提出调查申请；搜集、整理、发布信息，为企业和政府提供市场、生产、科研、管理和资源等各类信息；组织专家学者为企业提供咨询及中介服务；组织行业培训和研讨活动，促进行业整体素质的提高等。这些方面构成行业协会组织职能的定位。
      在我国，行业协会的成长与改革开放几乎是同步的。20多年来，行业协会有了长足的发展，尽管还有种种不尽如人意的地方。从总体上看，我国的行业协会大致有两种成长模式：第一种是“体制内”成长的模式。这里，体制指传统体制。这一成长模式的背景，是政府职能转变、政府机构改革，由政府行业主管部门组建行业协会。这些行业协会在成立之初，基本和政府行业管理部门的管辖范围保持一致，并在政府的授权或委托下，承担该行业管理部门原来承担的部分职能。
第二种成长模式的背景，是非国有企业在一定程度上的发展，由民间发起组建行业协会。各种类型的非国有企业发展到一定阶段后，自发地提出成立行业协会的要求，以期通过行规行约的自律性管理，求得公平竞争的环境的形成，保证企业的健康发展。这种“体制外”成长的模式适应市场经济发育的需要，有着良好的前景。
     无论行业协会的发展背景、形成方式有多大差异，但其基本性质和职能应当是大同小异的，问题的关键是这些性质的正确表达和这些职能的正确行使。我国现有的大部分行业协会都是通过“体制内”成长起来的，是政府职能转变、政府机构改革的产物。对于这些行业协会来说，需要克服行政色彩浓、职能过于单一的缺陷，以及避免成为“亚政府”或“二政府”。在承担政府转移的部分职能的同时，要通过加强自身建设，形成适应企业和市场需要的职能。这是培育和发展行业协会过程中必须高度关注的课题，也是比较研究给我们的重要启示。
     中国的改革起步于经济体制。推进经济体制转型的同时，引起了社会结构的分化、重组，开始了和新体制相适应的社会结构发育。社会团体的组建与发展社区概念的提出及社区建设的开展，以行业协会为代表的社会中介组织的出现，都是社会结构发育的具体体现。然而，由于由来已久的政府本位的惯性仍然在起作用，所以社会中介组织的地位还比较弱小，队伍还不够健全，职能也就无法到位。行业协会的现状就是这一判断的有力佐证。社会结构发育既是一个自然的过程，又是一个需要加以培育的过程。在经济体制转型的国家，市场都有培育的问题，更何况行业协会。当然，培育不是越俎代庖，也不是拔苗助长，而是根据客观需要因势利导。
